They're most likely not, but the build process is most likely common to both servers.

Like most SaaS models, they probably follow something like:

Build with parameters xyz (e.g. cupcakes flag on) -> Deploy to test server -> Run QC -> Fail -> Rebuild with parameters xyz -> Deploy to test server -> Run QC -> Pass -> Build with 'live' parameters -> Deploy to live server -> Yay!

This gives their QC teams time to test the latest build with the ability to set different settings to test new designs prior to releasing them (e.g drops, quests, new titles, etc.). The side-effect is that, sometimes, some parameters aren't reset to their 'live' settings (like the Gladiator title modification or Zaishen chest that sometimes slipped in live builds)
